BUCKLAND — Special Town Meeting voters will be tasked with approving a recycling contract, changing official language and squaring away unpaid bills during Monday’s meeting at Town Hall, set to start at 7 p.m.

The first article is to approve a 10-year recycling contract, with the option of a five-year extension. The contract will be with the winner of a competitive bid process managed by Massachusetts Department of Environmental Protection.

According to Town Administrator Heather Butler, “the Selectboard can’t sign a contract (longer than) three years without town approval,” which is why the article is up for a vote on Monday.

The second article seeks approval for a name change for the Board of Selectmen and its selectmen. Unofficially, the Board of Selectmen have been calling themselves “Selectboard” and its members “Selectboard members.”

“(Article 2) just takes their practice and makes it a formality,” Butler said.

Lastly, the third article is to approve expenses to cover unpaid town bills from fiscal year 2019. A total of $1,558.21 would be distributed toward the unpaid bills of Crocker Communications, Eurofins, AirGas, Eversource and K. Levitch Associates.

“I attribute (unpaid bills) to the transition while there wasn’t a full-time town administrator in place and these escaped notice,” said Butler, who took office on June 10.

“We hope that residents will come,” Butler said of the Special Town Meeting, to help move town business forward.
