CONWAY — Topping this year’s warrant to be voted on at annual town meeting Monday is a request to borrow $130,000 to design and engineer a downtown sewer system.

The system would serve about 30 residences. If the motion doesn’t pass, those houses might have to install individual “tight tanks,” which could reduce home values.

Monday’s meeting is scheduled for 7:30 p.m. at the Conway Grammar School.

Residents will vote there on a few Community Preservation Act projects. Notably, there’s a request for $60,000 to the Dzogchen Community in America to preserve and replace the roof of the Old Conway Grammar School at 18 Schoolhouse Road. Another $9,200 has been requested to control invasive species at South River Meadow over three years.

Voters will decide on a $5.5 million total budget, including the $1.7 projected operation costs for the Grammar School. Frontier Regional’s assessment this year is $1.2 million, a $109,168 from the budget approved last year.

Other monetary items to be voted on include a proposition to put aside $125,000 for future capital improvement needs; $50,000 to the Grammar School’s savings account; $35,000 for needed improvements now at the school; and $20,000 for a new hydraulic boom lift.

Bylaw Changes

There are also a few proposed bylaw changes. A proposition to add a Right to Farm bylaw “encourages the pursuit of agriculture, promotes agriculture-based economic opportunities, and protects farmlands within the town of Conway by allowing agricultural uses and related activities to function with clear protocol for conflict resolution with abutters and local agencies.”

Another proposed change addresses structure clearance, and a third would make it easier for a senior housing development to be built at some point in the future.

Last on the warrant, voters will take up a few petition articles submitted by town residents. One addresses carbon emission reduction, another calls for campaign finance reform.

Town Election

After annual town meeting and later in the week, the annual town elections are scheduled May 11 from 11 a.m. to 7 p.m. in the Town Hall.

There are open positions on the Selectboard, Board of Assessors, Board of Health, School Committee, Planning Board, Tree Warden, and Moderator. Of those, none of the races are contested.
