NEW SALEM — Two of the articles on the warrant for Monday’s special town meeting pertain to municipal bills from a prior year.

One article asks if voters wish to transfer $2,658.79 from free cash for a Fire Department bill, while adoption of another will transfer $747.44 from free cash to pay a Swift River School transportation expense.

Also on the warrant is an article asking if voters will rescind authorized but unissued debt for projects that have been completed. The amounts are $200,000 from the Septic Trust Fund, $21,023.02, from the 2002 Fiscal Year Capital Plan, and $7,000 from Fiscal Year 2010 for a highway truck.

Another article asks permission to allow the proposed enclosed exterior elevator addition on the New Academy Building. The town holds an architectural facade easement with Joan G. Abboud on the building. Jean Derderian, chairwoman of New Salem Historical Commission, explained the easement is an agreement reached when the Abboud family purchased the building from the town. The agreement is that the Abbouds would not change the building’s exterior without written permission of the New Salem Selectboard and the review and approval of the New Salem Historical Commission.

Derderian said the Abbouds, who use the building as a second residence, want to install an elevator for personal use.

The meeting is scheduled for 7 p.m. in Town Hall.
