BERNARDSTON — Voters at this year’s annual town meeting on Wednesday will be asked to increase the school budget, repair a 60-year-old bridge and pave Bernardston Elementary School’s roadways.
The proposed budget is just over $4.1 million and will cover construction and renovation efforts, as well as routine spending measures. Last year’s budget was just under $4.09 million. If passed, this will be the sixth year in a row that property taxes have gone up for land owners, though the increase would be significantly smaller than last year.
“One of the things is to fund the schools 1.5 percent higher than last year and that’s less than the School Committee wants,” Selectman Stanley Garland said. “We are trying to keep the (property) tax rate down and not have a large increase like last year.”
Last year’s increase was from $18.58 per $1,000 valuation to $19.46 per $1,000. This means that for a house that was valued at $100,000, taxes rose $88 last year.
Also on the warrant is repairing the Turners Falls Road bridge that goes over Dry Brook. Voters are being asked to approve borrowing $350,000 to cover the project. If passed, construction would begin in spring 2017.
“The bridge is a 1950s bridge that hasn’t receive any work since,” Town Coordinator Hugh Campbell said.
“Anything over nine tons cannot cross that bridge,” Garland said. This includes buses and most construction vehicles.
Additional construction to be voted on is the paving of roadways around Bernardston Elementary School. The Selectboard is asking the voters to OK borrowing up to $100,000 for the project.
In addition to these articles, voters will be asked to:
Approve $1,200 to maintain the Old Cemetery.
Raise $15,000 to continue renovation and construction on town buildings.
Buy a new police vehicle for $38,000.
Pay $10,000 to rehabilitate one of the town’s fire engines.
Allow the second payment of $45,000 for the BES Gymnasium Roof Project from the Stabilization Account.
Appropriate $20,000 to look into a new location for a combination Department of Public Works and Fire Department building.
Adopt a false burglar alarm bylaw, which will fine those who frequently set off false alarms in an effort to reduce police being called.
Vote to change the zoning bylaws related to large scale ground-mounted solar panels.
