In the recently issued RFP for the Last Mile Grants, MBI is allowing companies to bid on individual towns, those towns that the companies believe will provide the best return on investment.
Evidently MTC/MBI is permitting less than full coverage of the unserved towns in Western Mass., which is quite contrary to the legislation that was enacted as an emergency in 2008. What in the very simply written Act is unclear to MBI? One would hope, although one very much doubts, that MBI would correct this egregious error immediately by changing the wording of the RFP to state that all the towns must be served, as per the explicit legislation of nine years ago.
It is hard to imagine a more botched implementation of a clearly written law than has been the Last Mile under the “guidance” of MBI.
