ROWE – The cost to remove mold infesting the Gracy House after last year’s muggy summer is $58,000.
Residents can vote at a Special Town Meeting March 12 to allocate the funds to remove mold and make repairs to prevent its recurrence at the two-century-old property currently used as a senior center.
The Mass. Bureau of Environmental Heath assessed the Gracy House in October, tracing the mold to some building issues coupled with an exceptionally humid summer. The building’s interior was recorded to be 24 to 33 percent more humid than outside, on the day of its assessment, and a musty mold odor lingered in the building.
The assessment uncovered lack of ventilation and drainage, as well as some water leaks inside the house.
The report lists short and long-term recommendations. Short-term solutions include removing carpets, replacing laminate floors with an impermeable surface like a floor tile, installing windows that open in the cellar and repairing the bulkhead door. Long-term fixes include installing gutters and downspouts, consulting an engineer to prevent water from permeating the foundation, and installing a mechanical exhaust vent in the cellar.

There are 10 other items up for a vote on the Special Town Meeting agenda. Remaining items include:
■To see if the town will vote to transfer $1,009.37 from the 2019 budget year General Administration Account for to pay for supplies purchased in 2018. This vote requires a nine-tenths approval as it concerns a previous year’s bill.
■ To see if the town will vote to transfer $2,000 from the park wages account to the Park Operations Account, to pay for a contracted fitness instructor after the previous instructor resigned.
■To see if the town will vote to move $2,218 from surplus cash to pay out sick time to the retiring Tax Collector/Assessors’ Clerk.
■To see if the town will move $960 from surplus to train a new Tax Collector.
■To see if the town will vote to amend bylaws to say that the annual Town Report will be “made available” to voters rather than “delivered,” to save $1,000 in mailing fees.
■To see if the town will vote to move $2,000 from surplus to reimburse Social Security deductions that were incorrectly deducted from school personnel.
■To see if the town will move $100,000 from surplus to another account to pay for final design costs of engineering Yankee Road and Zoar Road Bridge over Shippee Brook.
■To see if the town will vote to move $6,500 in surplus to for the administrative assistant’s remaining compensation to the end of the budget year.
■To see if the town will vote to move $3,950 from Capital Stabilization to repair a water well pump for the Rowe Elementary School. Repair costs to date for lightning strikes to the elementary school pump are $15,000.
■ To see if the town will vote to adopt the provisions of the Mass. General Law, Chapter 40 Section 22F, to allow any municipal board or officer entitled to issue licenses, permits, certificates or to render a service or perform work for a person or class of persons, to fix reasonable fees for all such licenses, permits or certificates, as advised by Town Counsel.
