Robert N, Howe, 87, of Hinsdale, N.H. Charges of motor vehicle homicide by negligent operation of a motor vehicle, and violation of state highway regulations, in Bernardston, were not prosecuted, as according to a written statement from a counsel in the district attorney’s office, the defendant has been determined to be not competent due to dementia. He will not ever again regain competency. The Commonwealth has confirmed that he no longer is licensed to drive in any state, but is unable to prosecute this case.
