In answer to Michael Joyce’s April 10 question regarding the meaning of “well regulated” in the Second Amendment: the first half of the amendment, “A well regulated Militia, being necessary to the security of a free State,” gives the reason for the second half, “the right of the people to keep and bear Arms, shall not be infringed.”

“Well regulated” refers to the “Militia,” not to “the right of the people to keep and bear arms.”
