Citizen initiatives should have a reasonably high bar.  There is a fundamental difference between a citizens group attempting to overturn a decision of the elected City Council and an unelected citizens group attempting to enact their own legislation.  It should be more difficult for those unelected folks to force a process and election of their idea.  A recent letter writer complained how complex the process was and they proceeded to outline it all in two paragraphs; so I’d say it seems pretty basic (if a few steps).  I hope the Greenfield City Council doesn’t abdicate their legislative rights and duties to unelected interest groups!
